Russia’s budget deficit widened to 3.2 trillion roubles (USD 39.6 billion), or 1.5% of GDP, in the first four months of the year, up from 0.6% in the same period last year, the finance ministry said on Wednesday, citing preliminary data. The latest figure reflects increased budget expenditure in January, amid decreases in oil and gas revenue. This will not affect the fulfillment of the structural balance targets for 2025 as a whole, the ministry added. During this period, fiscal expenditure surged 21% year-on-year to 15.5 trillion roubles, making up 36.6% of the full-year spending plan. Meanwhile, budget revenues increased by 5%, with oil and gas revenue falling 10.3%, while revenue outside the energy sector rose 13.5%. Russia's finance ministry raised the 2025 budget deficit estimate to 1.7% of GDP from 0.5%, after reducing the energy revenue forecast by 24% due to expectations of a prolonged period of low oil prices.
