Growth was also recorded in France (11.2%), while registrations in the Netherlands fell by 3.3%. Year to date, total EU car registrations have risen 0.9%. Meanwhile, BEV sales climbed 13.1% to 1.3 million units, accounting for 16.1% of the EU market. Three of the four largest BEV markets—Germany (38.3%), Belgium (12.4%), and the Netherlands (3.9%)—collectively represented 62% of total BEV registrations, while France saw a marginal 0.2% decline.

The EU is set to hold talks with a Chinese delegation in Brussels this week over Beijing’s new restrictions on rare-earth exports, as Europe moves to safeguard its industrial base. A European Commission spokesperson said Chinese officials will visit on Thursday, following a preparatory video call on Monday. Earlier this month, China’s commerce ministry tightened export controls on rare earth minerals, requiring government approval for certain materials and products made with specific technologies. European Commission President Ursula von der Leyen said the EU will accelerate efforts to secure alternative supplies and pursue mineral deals with partners such as Ukraine to reduce dependence on China.

The European Union has approved a 19th package of sanctions against Russia over its war in Ukraine, including a ban on Russian liquefied natural gas (LNG) imports, the Danish presidency of the EU said on Wednesday (Oct 22). “We are very pleased to announce that we have just been notified by the remaining member state that it is now able to lift its reservation on the 19th sanctions package,” the presidency said in a statement, as reported by Reuters. The LNG ban will take effect in two stages: short-term contracts will end after six months, and long-term contracts will end on Jan 1, 2027. The timeline brings the EU’s full LNG embargo forward by a year from the European Commission’s previous roadmap to end dependence on Russian fossil fuels. The package also adds travel restrictions on Russian diplomats and sanctions against 117 vessels from Moscow’s “shadow fleet,” mostly oil tankers, bringing the total to 558 ships.

EU energy ministers on Monday backed a plan to phase out Russian oil and gas imports by January 2028, according to the Council of the European Union. The proposal, approved at a meeting in Luxembourg, would ban new Russian gas contracts from January 2026, end short-term ones by June 2026, and terminate long-term deals by 2028. The law still requires negotiations with the European Parliament before becoming final. The move aims to cut Moscow’s energy revenues that help fund its war in Ukraine. Russia now supplies about 12% of the EU’s gas, down from 45% before the 2022 invasion, with Hungary, France, and Belgium still importing. The proposal was crafted to win approval despite resistance from Hungary and Slovakia and required a “qualified majority” vote so that one or two states could not block it. Flexibilities were included for landlocked countries. Separately, the EU is preparing a new sanctions package that could ban Russian LNG imports a year earlier, by January 2027.
