China’s ruling Communist Party will convene the Fourth Plenum in Beijing from October 20–23 to map out the country’s direction for the next five years, state media reported Monday. Leaders are expected to deliberate on the 15th Five-Year Plan, which will guide policy from 2026 onward. The meeting comes as China grapples with sluggish growth, high youth unemployment, and falling birth rates under the current plan. In April, President Xi Jinping said the next phase should balance development and security, with “a comprehensive assessment of domestic and external risks and challenges,” according to Xinhua. He also stressed that the new plan “must focus on the goal of basically realising socialist modernisation, with a view to building a great country and advancing national rejuvenation.”
